How to request a copy of Legislation
To request a copy of legislation you must complete a Legislative Information Request Form. The forms can also be obtained by contacting the Legislative Services Division at 1350 Pennsylvania, NW, Suite 10 Washington DC 20004 or by calling 202-724-8050
Procedures on How to Testify
The Council invites citizens to testify at public hearings. Council Rules require notification to the public in the DC Register at least 15 days before the hearing. Typically, notice is published in the DC Register, which can be accessed at dcregs.org. Persons wishing to testify before the Committee on Environment, Public Works and Transportation should contact Ms. Aukima Benjamin at (202) 724-8062 or abenjamin@dccouncil.us. Witnesses are typically given 3 minutes to present testimony, although 5 minutes may be allocated to persons representing organizations. Witnesses are asked to bring 12 written copies of testimony with them, and to send an electronic copy at least 2 days prior to the hearing to abenjamin@dccouncil.us.
Time allowed for Testimony
- A witness appearing on his or her own behalf is typically given 3 minutes to make an opening statement.
- A witness appearing on behalf of a bona fide organization is typically given 5 minutes to make an opening statement.
- A witness representing the executive branch of the District of Columbia government is typically given unlimited time to make an opening statement.
- The Chairperson or presiding Member may allow more or less time to a witness in the interest of efficiency, fairness, or sound administration of the hearing.
